Vietnam : IUC Asia Supports Da Nang to Alleviate the Impacts of Climate Change

Da Nang , one of Vietnam’s most important port cities, has been among the hardest hit by the impact of climate change. Historical profiles indicated that extreme rainfall, rising temperature,  typhoons, floods, and drought were the most significant natural hazards affecting the City. Impacts of these hazards included loss of livelihood, mortality, heightened health risks from injury and environmental contamination, loss of property, and damage to homes, services, and infrastructure. Climate impacts are disproportionally distributed, particularly affecting poor communities and vulnerable groups.

The City has implemented various adaptation and mitigation measures to alleviate and respond to the impacts of climate change. These included enhancing policies, developing planning processes by utilising results from research studies, and capacity building. However, some improvements are still needed to address the next phase of bold the targets and continue climate leadership.

On 20 July 2020, Da Nang organised a full day refresh training and workshop for city representatives on Climate Action Plan formulation under the IUC Asia project. Supported by the CDP and UN-Habitat, the morning session aimed to share the general content of a CAP and a possible the nuanced content that will be developed vis-à-vis the existing documents/plans of the City. The training also included a presentation of  GCoM activities, and the introduction GCoM reporting framework.

After the presentations, there was a discussion on Da Nang’s interest to join as GCoM signatory. The benefit of GCoM membership was highlighted, including high international recognition and visibility for city’s climate action through the badging award.  IUC Asia Team also took the opportunity to introduce the GCoM Gap Fund as a climate financing opportunity for local climate and energy projects reserved for GCoM cities.

In the afternoon session, UN-Habitat demonstrated numerous initiatives that can be taken to promote development, which simultaneously addresses a wide range of vulnerabilities and risks. As Da Nang already has a dynamic city plan for the implementation of the Paris Agreement, UNHabitat also emphasised the importance of updating the existing CAP to ensure adherence to national policies and compliance to GCoM’s CRF. The last session focussed on how CVRA can support the city in formulating evidence-based CAP, which included providing assistance in understanding hazards, as well as identifying what aspects are affected and who bears the impact of climate change along with the spatial location details.
