The Global Covenant of Mayors for Climate & Energy Asia

About Us

The Global Covenant of Mayors for Climate & Energy (GCoM) is an international alliance of cities and local governments with a shared long-term vision of promoting and supporting voluntary action to combat climate change and move to a low emission, resilient society.

The GCoM Asia Project of the European Union supports the implementation of the GCoM in Asia. The Project covers Southeast Asia, South Asia, and East Asia (China, Japan, and South Korea).

The GCoM Southeast Asia Secretariat is a regional secretariat hosted by the United Cities and Local Governments of Asia Pacific (UCLG ASPAC).

Our Vision


We envision a world where committed mayors and local governments – in alliance with partners – accelerate ambitious, measurable climate and energy initiatives that lead to an inclusive, just, low-emission and climate resilient future, helping to meet and exceed the Paris agreement objectives.

Our Mission


The Global Covenant of Mayors serves cities and local governments by mobilizing and supporting ambitious, measurable, planned climate and energy action in their communities by working with city/regional networks, national governments and
other partners to achieve our vision.

History of Covenant of Mayors for Climate and Energy


EU Covenant of Mayors: Created by the European Commission in 2008 after the adoption of the 2020 EU Climate and Energy Package, the EU Covenant of Mayors puts cities and regions at the forefront of climate action, representing more than 6,800 cities in 57 countries. New signatories pledge to reduce CO2 emissions by at least 40% by 2030, to adopt an integrated approach to tackling mitigation and adaptation to climate change, and to tackle energy access. The EU Covenant of Mayors was funded by the European Commission and operated by the Council of European Municipalities and Regions (CEMR), Climate Alliance, Energy Cities, EUROCITIES the European Federation of Agencies and regions for Energy and ICLEI European Secretariat. Regional Covenants also expanded into neighboring eastern neighbourhood countries, the southern Mediterranean and Sub-Saharan Africa.
