Indonesia : IUC Asia Supports Malang City to Improve GHG Inventory Report

Worldwide scientific consensus is that accelerated global climate change is occurring as a result of increasing amounts of greenhouse gases (GHG) in the atmosphere that are emitted from human activities such as combustion of fossil fuels for electrical generation and transportation fuel. Reducing the amount of these emissions is intended to lessen the extent of future climate change and severity of its impacts. Supported by IUC Asia, Malang City is preparing Climate Action Plan beginning with the development of both historic and current GHG emissions inventories. The inventory provides important information on the jurisdiction’s emissions profile so that subsequent emissions reduction strategies can be tailored to the city’s specific situation. Among other Indonesian cities, Malang has considerable advanced in the GHG collection data.

Assisted by local University, Malang municipalities has completed GHG inventory report of 2018. This report represent represents a snapshot of the GHG that Malang emits from 2010 up to 2017, with some incomplete information between 2013 and 2015. The two largest sectors of GHG emissions include energy and transportation. Within these sectors, major sources of emissions include combustion of fossil fuels and the consumption of electricity.

CCCROM has performed review to the inventory largely because several pieces of the original inventories were unresolved. Specifically, the waste sector methodology was considered to be incomplete and some emissions factors required to be adjusted. CCROM took opportunity to provide some suggestion to improve the quality of the inventories, including a methodology of emission reduction achievement and emission levels expected under a baseline projection through 2030. These finding result was delivered on the virtual consultation meeting which took place on 30 April 2020. The meeting was participated by Malang’s municipal official (Environmental Agency and Planning Agency), CCROM, IUC Helpdesk and the local University . As the next step, the base year and baseline scenario will be established. These information will be used to help the city adopt an emissions reduction target and develop an emissions reduction action plan.

The next session of the meeting was the discussion on the current status of Malang city action to tackle climate change. Some ongoing activities include the establishment of baseline data of disaster risk for every districts level. The other initiation is preparation of City Low Carbon Development Plan that aligned with the National Medium Development Plan 2020 – 2024. The meeting was closed in the agreement that IUC activities should be designed to complement and improve the existing city program.
