City Climate Finance Gap Fund 2025 Updates and Second In-Person Technical Assistance for 8 GCoM Malaysia signatories

The Malaysia Low Carbon, Resilient City Programme Technical Assistance delivered by the World Bank Group offers participating cities (Iskandar Malaysia, Johor Bahru, Muar, Segamat, Seberang Perai, Petaling Jaya, Shah Alam, Kota Kinabalu) in Malaysia an array of interventions they can consider in their move towards net zero emissions and to enhance urban resilience.

 

The World Bank Group has completed the delivery of the following online training webinars:

  • Local Governments Climate Finance Instruments – Global Experiences and Prospects in Developing Countries
  • Flood risk management and sharing of various projects from Tirana Municipal Council, case studies and best practices with Malaysian cities.
  • IFC’s APEX tool, also known as Advanced Practices for Environmental Excellence in Cities. Malaysian cities learned how APEX as an investment planning tool was designed to help cities identify and invest in low-carbon and green solutions. It provides a standardized, easy-to-use, and affordable platform for cities to develop long-term strategies, such as Climate Action Plans, and assess their environmental footprint across various sectors. The tool enables users to propose investment projects, compare scenarios, and track the performance of cities over time, supporting the transition to a resource-efficient and low-carbon urban growth pathway.

 

The World Bank Group was also recently in Malaysia from 17 February until 27 February for the second round of in-person technical assistance for the Component 2 of the technical assistance: Development of Flood Risks Management Investments of the Low Carbon, Resilient City Programme which involved in-person meetings with individual cities and their stakeholders to better understand the local-level flood risks and flood risk measures as well as identifying gaps and areas for support.
